Secretary-General Kofi Annan in Moscow. ``The <BR>stakes are very high now not only for the Balkans and Europe but for the whole world,&#039;&#039; Yeltsin said. ``Either international law and order <BR>will be restored or the world will be ruled by violent chaos.&#039;&#039;  <BR> <BR>Russia yesterday fired a warning shot at NATO when President Yeltsin approved plans to develop and deploy tactical as well as strategic <BR>nuclear weapons. "We must definitely include a provision in our doctrine to the effect that Russia reserves the right to deliver a first or a <BR>pre-emptive nuclear strike,&#039;&#039; said Roman Popkovich, chairman of the defense committee in parliament&#039;s lower house. <BR> <BR>Meanwhile Yugoslavia, under a fresh onslaught of NATO bombs, went to the World Court in the Hague Thursday to demand a halt to <BR>attacks by the Western alliance. The United States dismissed the move as ``absurd and frivolous,&#039;&#039; pledged to defend itself vigorously, <BR>and said it would intensify its air campaign and send 10 more B-52 bombers to the battle area.  <BR> <BR>An American general said last night that his forces were being stretched so thin in Yugoslavia that shortages were looming in cruise <BR>missiles and bombs for B2 bombers.General Richard Hawley, commander of the United States Air Combat Command, echoing the <BR>feelings of many in the Pentagon, attacked lagging military readiness that can be traced to reduced funds for the armed forces during the <BR>Clinton administration.  <BR> <BR>The United States has disbanded the Strategic Air Command, destroyed it&#039;s main force of Strategic B-52 Bombers, and has dismantled <BR>it&#039;s Intercontinental Ballistic Missile System. The US never developed an anti-Ballistic Missile System. If the Russians mount a "first <BR>strike" the US will not be able to defend or retaliate. The previous day, a NATO spokesman <BR>noted that efforts on enforcing the ban will center on <BR>stopping ships at sea. He stressed that the Atlantic alliance <BR>does not plan to attack oil pumping or storage facilities in <BR>Montenegro, RFE/RL&#039;s South Slavic Service reported. The <BR>governments of some 15 non-member countries have announced <BR>that they will respect the ban. The Yugoslav army <BR>has begun ordering the mainly Muslim inhabitants to leave a 5 <BR>mile (8 kilometer) wide swathe of territory between Rozaje <BR>and the Kosovar border, "The Daily Telegraph" reported on 30 <BR>April. The ethnic cleansing operation, which is apparently <BR>aimed at depriving the Kosova Liberation Army (UCK) of places <BR>to regroup and hide, has strained relations between the army <BR>and the population of Rozaje. The Muslim mayor said the <BR>"relationship between the town and the army is like a thread. <BR>It can easily break at any time." Some Kosovar refugees, who <BR>fled to the Rozaje area one month ago, told the London-based <BR>daily that men in Yugoslav army uniforms recently forced <BR>their way into some homes in the Rozaje area, robbed the <BR>Kosovars staying there, and ordered them to leave.
