                        <content:encoded><![CDATA[And another interesting developments regarding the grand openning of new filtration camps for "wolves of Islam" in conjunction with recent developments: <BR> <BR><I>Today Russian military officials announced that a <BR>                     considerable number of Russian troops will be <BR>                     withdrawn from Chechnya in the very near future, <BR>                     following the end of the large-scale combat <BR>                     operations in the province (probably as soon as the <BR>                     rebels in Alkhan-Kala are defeated.) Russian troops <BR>                     raised Russian flag over the residence of Chechnya&#039;s <BR>                     President Aslan Maskhadov in downtown Grozny. <BR>                     According to Russian security officials, up to 200 <BR>                     surrendered Chechen rebels may be released in <BR>                     accordance with the amnesty law in the next several <BR>                     days. Most of the surrendered and captured Chechen <BR>                     rebels (up to 1000 of them) are currently being held <BR>                     in temporary detention facilities in Urus-Martan. <BR>                     According to Russian military sources, federal troops <BR>                     in Urus-Martan are quickly running out of space and <BR>                     resources required to deal with the rapidly growing <BR>                     number of detained Chechen rebels. The "filtration" <BR>                     operation in Urus-Martan is personally supervised by <BR>                     the commander of the joint group of federal forces in <BR>                     the Northern Caucasus, Col. Gen. Also often reported "great Russian losses", which usually were complete bull. <BR> <BR>He was never kidnapped because Babitsky had documents signed by Basaev and other warlords allowing him to move freely with bandits. <BR> <BR>Andrei Babitsky always boasted that he can get in and out of Grozny without any problems. However around January 15 he was stopped by Russian troops, perhaps by pro Russia militia men. He didn&#039;t have Russian documents that allowed him to be in Grozny at that time so he was taken into castody. <BR> <BR>Few days later one of the Chechen warlords contacted Russians and asked to release Babitsky because he is "brother in arms who stood shoulder to shoulder with Chechens". Warlord also promised to release two Russia prisoners. Andrei Babitsky wrote that he indeed wishes, on his free will, to join the warlord (Turpal Ali Adgueriev). <BR> <BR>Andrei Babitsky&#039;s <B>release</B> was taped and shown on Russian TV. It was not <B>an exchange</B> because Babitsky was never charged, he was simply released. Turpal on the other hand released two prisoners.  <BR> <BR>There are rumors that Andrei Babitsky is actually an American citizen and was released to Chechens because US stopped Russian oil tanker claiming it was caring Iraqi oil.]]></content:encoded>

                        <content:encoded><![CDATA[Kurds Kidnappings Go Unnoticed     02/04/2000 <BR>By HARMONIE TOROS <BR> <BR>The Associated Press <BR>02/04/2000 <BR> <BR>ISTANBUL, Turkey (AP) - Few people paid much attention to the disappearance of scores of religious Kurds until police found more than 50 bodies in grisly dungeons used by a militant <BR>Islamic group.  <BR> <BR>Now parliament, newspapers and people on the streets are captivated by the story of how 100 or more people could disappear without being noticed and why so few families were willing to <BR>contact the police. <BR> <BR>Some families apparently refused to report the disappearances of their loved ones because they feared the state, which is fighting a brutal war against Kurdish nationalists and has cracked down against fundamentalism. <BR> <BR>In a few cases, relatives contacted police, but their files simply piled up along with those of thousands of others of people who went missing in the country, including runaways. <BR> <BR>``Over the past 10 years, there have been so many shady killings and kidnappings,&#039;&#039; said political analyst and newspaper columnist Fehmi Koru.  ``This is ordinary in Turkey.&#039;&#039; <BR> <BR>Human rights groups say that thousands of people, mostly Kurds and leftists, have disappeared during the past two decades. <BR> <BR>The government admitted two years ago that the state had hired death squads to kill people seen as threats to national security - including journalists, activists and Kurdish politicians. <BR> <BR>More than 5,000 mysterious killings in the overwhelmingly Kurdish southeast have been blamed on the militant Islamic group Hezbollah, including that of a lawmaker, Mehmet Sincar, <BR>who was apparently slain by the group in 1993 while investigating the killings. <BR> <BR>Many of the victims are thought to have had links to Hezbollah, which is fighting to create an Islamic state in Turkey&#039;s largely Kurdish southeast. <BR> <BR>``Most of the killings and kidnappings appear to be some kind of internal business, so the disappearances were not reported,&#039;&#039; said Uluc Gurkan, a lawmaker for the governing Democratic Left Party. <BR> <BR>Hezbollah apparently kidnapped its estranged supporters or opponents to force them into supporting the group, said Faik Bulut, an expert on Islamic militant groups. <BR> <BR>Some families knew their relatives had links to Hezbollah group and preferred not to report their disappearances to the police. <BR> <BR>Several people have been released after spending weeks in captivity. Some said they had been tortured. Almost all the bodies discovered were found naked with the hands and feet bound. <BR> <BR>At least two families admitted that they hadn&#039;t reported the disappearance because their relatives had been kidnapped in the past and later released, said Serap Yasar, a lawyer for the <BR>pro-Islamic human rights group Mazlum Der.  It was the association that first alerted the press to the series of kidnappings. <BR> <BR>``They thought they would come back like they did last time,&#039;&#039; Yasar said.  Relatives of 52 other people gone missing have reported their disappearances during the past weeks, reports said. <BR> <BR>Kurds active in Islamic politics are likely to be scared of contacting police in Turkey, particularly since allegations surfaced that state officials may have supported Hezbollah, which killed hundreds of Marxist Kurdish rebels. <BR> <BR>Abdullah Gul, a lawmaker with the pro-Islamic Virtue Party, said the state seems to have dragged its feet in investigating the disappearances, possibly because those who disappeared were pro-Islamic. <BR> <BR>``We asked many times in parliament for an explanation for the disappearances. Either we got no answer, or (the government) said they were looking into it,&#039;&#039; said Gul. <BR> <BR>Of the 55 bodies recovered, three were women, including an Islamic women&#039;s activist Konca Kuris, who favored a greater role for women in Islam. <BR> <BR>Only half of the bodies have been formally identified. All but Kuris were Kurds and all were devout Muslims, except possibly two thieves, who apparently made the deadly mistake of breaking into a poultry house owned by Hezbollah. <BR> <BR>At least six businessmen were among those found. <BR> <BR>Bulut said it appears that the men were either being forced to pay money to Hezbollah or ``there is also the possibility that some businessmen were investing or laundering money on behalf of the organization.&#039;&#039;]]></content:encoded>
