President Clinton was apparently not amused when German Chancellor
Gerhard Schroeder offered him a box of Cuban cigars during an otherwise
jovial late-night dinner late Thursday.

Witnesses in a restaurant in east Berlin said the president stopped
laughing when Schroeder offered him cigars that Development Minister
Heidemarie Wieczorek-Zeul had brought back from a trip to Cuba last
week.

"The cigars that I am holding in my hand come from Wieczorek-Zeul and
from Cuba," Schroeder said, according to eavesdropping diners in the
restaurant.

"And thus I am holding one of Fidel's cigars in my hand that I would
like to give to you."

Washington, unlike Germany, still maintains an embargo on trade --
including cigars -- with communist Cuba.

The witnesses said Clinton, perhaps remembering both protocol and the
reports of cigars put to curious uses in the Monica Lewinsky affair,
"looked irritated" and then "smiled politely."

A German official confirmed Schroeder had offered the gift but did not
say whether Clinton had accepted it.

06/02/00 Khattab: Major Attacks Being Planned

The commander of the foreign Mujahideen in Chechnya, Field Commander Khattab, told Qoqaz.net that the Mujahideen were planning to stage major operations against Russian occupation forces in Chechnya. He explained that the attacks would take place in the next few days, and that the Ummah would be informed about all developments in this regard.

Khattab also confirmed during his brief statement that the Mujahideen are in an excellent military position and that they had the upper hand in the war. He explained that the Mujahideen are conducting devastating strikes against Russian forces on a daily basis, and are using innovative tactics to ambush enemy troops and to wipe out their reinforcements.

Khattab added that the rate of desertions among enemy units was rising and that the average Russian soldier has lost confidence in the Russian Military leadership. He said that Russian troops were living in a state of fear and are eager to escape any fighting that may come their way. Khattab cited this absence of morale as one of the main reasons why the commander of Russian forces in Chechnya has asked the Kremlin for the right to negotiate directly with the Mujahideen

Rebel leaders in Chechnya have developed a plan to recapture Grozny, the headquarters of the United Grouping of federal forces in the North Caucasus told Interfax on Friday.The plan provides for delivering two strikes: the main one at Grozny and a distracting one at Argun.Chechen leader Aslan Maskhadov has reportedly made field commander Munayev responsible for the operation and placed several groups under his command.The headquarters said federal roadblocks and formations came under fire 29 times on Thursday.There are over 500 rebels in Grozny and their scattered groups are well-armed and have restored communications, the military said.There remains a threat of acts of terrorism in west Chechnya. In the next two or three days rebel groups 500-strong plan to attack and capture an administrative building in Urus-Martan district, they said.Seven explosive devices were discovered and neutralised on Thursday, the headquarters said. Six automatic rifles, two sniper rifles and 30 kilos of explosives were confiscated.

Belgrade Students Call off Protest

Jun 2, 2000 -- (RFE/RL) A group of Belgrade university students decided on 31 May to end protests in view of a lack of support from their colleagues.

Only 10 students turned out for what proved to be the final rally, RFE/RL's South Slavic Service reported.

I understand these students. Demonstrations are useful in democratic countries, not under Milosevic.

Shortly after the declaration, President Tujman introduced a new Croatian constitution which defined Croatia as the national state of the Croatian people and others, pointedly relegating the Serbs, Jews, Gypsies and Muslims to second class status. This was an exact repeat of what had happened in 1941 when nazi Germany invaded Yugoslavia and set up Croatia as the national state of the Croatian people and others. After the HDZ dominated Government passed the new constitution, discrimination against the Serbs began immediately. Serbs lost government jobs in the civil service, police, local authorities etc…they were evicted for their homes, many lost the ownership of their own businesses, and Serb newspapers were closed down etc. A special property tax applicable only to Serbs was introduced, and Croatian militia openly looted and closed down shops selling expensive products such as jewelry. These measures clearly indicated to the Serbs living within the administrative borders of Croatia that they must leave the land where they had lived for three centuries, or face the consequences of staying.

One of the most sinister changes was that every identified Serb in Croatia was issued with a new identity card which incorporated the figure 3 as the eight figure in the identity number. The figure 3 thus became the Croatian equivalent for Serbs as nazi Germany’s Star of David was for all Jews residing in countries dominated by Germany. When the time came for ethnic cleansing to start, the figure 3 would ensure no Serb would escape

At the meeting with the then JNA Chief of General Staff, General Panic, and his senior officers, the Americans made it very clear they had not come to negotiate. When the JNA officers tried to put forward the Serbian viewpoint they were told to shut up and listen. The Americans said they were not interested in history and had come to deliver an ultimatum. The meeting was filled with threats of massive US military action against Serbs throughout Yugoslavia unless the Yugoslav Government agreed immediately to US and UN terms for the peace settlement in Bosnia and Croatia.

A senior US officer was introduced as having a wide experience of the Vietnam war, and that his armored units in the Gulf war had destroyed seven Iraqi armored divisions. The threat was made to send him to the Balkans to do a similar destruction job on the JNA. General Panic explained there were no JNA forces in Bosnia, so he trusted the Americans would be even-handed and attack and destroy the Croatian invasion force in Bosnia. Despite having been told not to argue by General Panic, the JNA Chief of Military Intelligence could not resist saying that the US officer had lost in Vietnam, and he would find the mountains of Bosnia and Serbia defended by Serbian fighting men much tougher to attack than a bunch of Muslims in a flat desert. That evening, the US Embassy in Belgrade very pointedly held a cocktail reception just for the political parties and newspaper editors opposed to Mr. Milosevic. It perhaps needs no saying that the US Delegation left Belgrade without any concessions from the Yugoslav side.
