The bombing of the Chinese Embassy was done on purpose. Ugh-uh. The US military attaches, for instance, were guests of the Embassy and not once - the location of it was known perfectly.
The next day a 5 mile line was drawn arround Belgrade in which NATO plane were not allowed to bomb.
* That's, probably, why other embassies were damaged (not big-time) later as well.
In other words the air force would have really wished the embassy was not hit for obvious reasons including it prevented them from following a more direct course on ending the war.
