DAILY UPDATE

About 500 Chechen terrorists, among whom are foreign mercenaries, are currently kept in the pre-trial detention centres of Moscow, North Ossetia, Kabardino-Balkaria and Stavropol (North Caucasian members of the Federation), said Yuri Kalinin, Deputy Justice Minister of Russia, at a briefing in Moscow today.

Kalinin noted in reply to a RIA Novosti question that 15 people are currently kept in the Moscow Lefortovo and Matrosskaya Tishina pre-trial detention centres. He did not specify the names of those who were brought to Moscow for the investigations, but mentioned only Salman Raduyev as the "best known" among them.

The Deputy Minister noted that all inmates are provided with reliable security, and that the criminal case of each will be brought to trial, stressed Yuri Kalinin. He has no doubt that the terrorists will be sentenced most strictly.

Hi Dima,Mary,Ultra,Fred,Gonzo how are you guys this fine morning? At my new place now.It is totally incredible.I have a forest 100 meters from my house. It is so tranquil here, you do not even hear cars driving by only the sound of leaves rustling and birds chirping. It is a too cool to go to the beach yet.I am about 600 meters from the beach. There are no refugees here either(hehehehehe),only white people. It is like I moved to another country.Lots of work to do on the house,I have to put in granite floors in the hallways and hang up the chandeliers in the hallways.I do not think I will tackle that for a while yet since I am still unpacking 2 weeks after the move.It took the movers 17 hours to move me.

Two senior Chechen rebel leaders -- Khattab's first deputy Abu Hakim and "Brigadier General" Isa Astamirov -- were killed today during a special operation contacted by federal forces in Chechnya. This was reported today during a press conference by the first deputy chief of staff, Gen. Valery Manilov. In the recent weeks Russian special forces conducted a number of similar operations neutralizing such rebel leaders as I. Talkhadov, A. Batalov, H. Dolguyev, A. Movsayev, A, Khadzhiyev, and V. Lavrov: Russia will not accept decisions of the meeting in Brussels
May 26, 2000

Sergey Lavrov, Russian Ambassador with the UN

New York, May 25th - Russian Ambassador with the UN, Sergey Lavrov, said today that Russia would not accept decisions which might be made at the meeting of the Council for implementing Dayton and Paris peace agreement, and that it would not consider itself obligated for its implementation.

Ambassador Lavrov pointed in the statement he made to Tanjug reporter that Russia opposed to holding of the meeting without participation of FRY, which is one of the signatory countries and guarants of both peace agreements. Lavrov said that he had revealed this to the members of the UN Security Council at the consultations which took place yesterday.

As he explained, he had pointed to the Security Council that the "uninviting" of Yugoslavia was unacceptable move.

All the decisions would not obligate Russia to implement them, Ambassador Sergey Lavrov said.

Ambassador Jovanovic: the USA is violating peace accords and resolutions
May 26, 2000

New York, May 25th - By forcing the "incomplete" Council meeting for conducting Dayton and Paris peace agreement, in Brussels, to which FRY was not invited, and due to that Russia and China refused to participate, the United States of America (USA) have, in the most brutal manner, violated not only those two agreements but the UN Security Council Resolutions 1022 and 1031 which rely on those agreements, as well.

The ambassador and the chief of FRY mission with UN, Vladislav Jovanovic, stated this critical judgement today, at the press conference held for the journalists reporting from Palace of Nations in New York.

Jovanovic emphasized that FRY on time and in written form, pointed out to the Security Council such flagrant violation of both agreements and resolutions by the USA. Washington imposed the decision about FRY`s non participating at thee meeting in Brussels, in spite of disagreement of other Council members, Russia and China in the first place, which, as Jovanovic reminded, refused to participate in those talks.

Mentioning that dissatisfaction of other members of the Council was also noticeable, Jovanovic added that decisions from the "incomplete" meeting in Brussels would not be legitimate for Yugoslavia, Russia and China, as countries which signed Dayton and Paris peace agreements. Yugoslav ambassador then pointed out numerous examples of violating and inadequately conducting the Dayton agreement, disobeying the fundamental rights of citizens, imposing political solutions, even in cases of governmental elections, as well as forcing solutions which are opposed to decisions and constitutions of the two entities of the Bosnian union.

Present political top in Washington and its policy are the main source of instability in the region, Jovanovic said, pointing out that the administration is conducting unfriendly and unscrupulous policy towards FRY.

Such policy must be corrected firstly in a sense that the USA must begin to respect the basic principles of the UN Charter and Helsinki Charter, especially the principle and the right of every nation to its own development and non-interfering into the internal matters of others, Jovanovic emphasized.

Jovanovic said about the Security Council and about possible steps of that key UN body in conducting the decisions related to Dayton and Paris peace accords, that the Security Council must above all first secure consistent respect of its own resolutions and decisions

Brussels Declaration is worthless and is not obligatory for FRY Government
May 26, 2000

Decisions not obligatory for FRY

Belgrade, May 25th - Federal Ministry of Foreign Affairs holds that the Declaration, which was adopted in the mutilated and illegitimate meeting on implementing the Dayton-Paris agreement in Brussels, on May 23 - 24, is worthless and not obligatory for FRY Government - the ministry reports today.

The Declaration was adopted without the participation of FRY, the signatory country and guarant of the Dayton-Paris peace agreement, without Russian Federation, the guarant and permanent member of the UN Security Council, and without PR China, permanent member of the UN Security Council and member of the Council for peace implementing. Such unacceptable behavior is continuation of the dictatorship politics, violation of Dayton-Paris agreement, and the attempt of forcing American administration interests over the peace and security interests in Europe.

The so-called meeting of the ministers in Brussels, which was attended by 4 ministers from Albania, Croatia, Bosnia and Herzegovina and Macedonia, out of 51 invited, presents a deceit and political manipulation. Its aim is destroying Dayton-Paris agreement, which brought peace and forcing destabilization in order to weaken Europe and to subdue it to American dictatorship, the statement holds
