The answer for the question you stated is probably "yes". The war will continue as long as it is supported by the public opinion (or until victory). The only thing that can change that opinion is mass looses from the military side. But Russian generals lead this war very much differently this time. Artillery and bombers go ahead, not soldiers. Only, after there is no functioning opposition left in the village or town, soldiers go in to finish the job (confiscate all weapons from the civilians, find any bandits who are in deep hiding, etc.) If the generals will continue their campaign as they are doing it, then I can predict 2 things happening.

1) Maskhadov, Basaev and the rest of the band will run from the Republic, will be exterminated, or will be trialed
2) Prime-Minister Putin will be elected President.

Those 2 thing are either happening together, or not happening at all.

Because PM Putim want to be President very much, I'm sure he is making his best (and the best of Russian Army & Air Force) to make the thing No.1 happen.

Another thing, there is no other feasible solution to the problem but destroying all terrorists. The previous peace treaty hadn't worked, we were bombed at our houses and attacked in Dagestan (the last one is undeniable). As you can see, there is no guarantee that any new peace treaty will work. So, the war should continue until full and unconditional surrender of the terrorists.
