The storms have had a <BR>devastating effect on the state of Orissa, where millions of people have <BR>been rendered homeless and thousands of people have died. Many of the <BR>survivors have gone without much/any food or drinking water for the past <BR>four days. While relief and help has started coming in, it will take months <BR>to rebuild the infrastructure and rehabilitate the homeless. At 0500 HKT September 23 (2200 GMT September 22), Bart&#039;s center was 50 miles west of Okinawa moving north-northeast at 8 knots.]]></content:encoded>
