Chechen warlord surrenders

Russia announces surrender of Chechen warlord ATTENTION - RECASTS with reported surrender of Chechen warlord, new toll///
Mon, 7 Aug 2000 14:03:32 +0200 (METDST)

MOSCOW, Aug 7 (AFP) - Moscow announced on Monday the surrender of a key Chechen warlord and said hundreds of separatist guerrillas have been killed in recent fighting in the rebellious province.

Ibragim Khultygov, the former security chief for the separatist Chechen government, gave himself up to Russian forces, the office of the Kremlin's spokesman on the conflict, Sergei Yastrzhembsky, told Interfax news agency.

The surrender "is an event of great symbolic importance as Khultygov was one of the rebel leaders," the Kremlin said.

Another field commander, from the fundamentalist Muslim Wahhabite sect, Musali Khaskhanov, has also been arrested, according to the same source.

Despite overunning most of the rebel republic since pouring in troops and tanks into Chechnya on October 1, Russia has failed to capture the separatist president Aslan Maskhadov or any prominent field commanders.

Meanwhile intensifying air and artillery attacks killed 160 Chechen fighters over the weekend, military officials told Interfax.

The reports disclosed no Russian casualties. They said the strikes focused on the republic's southeastern mountains, where an estimated 2,000 fighters are now based.

Rebels in response have recently reverted to laying mines and planting bombs aimed at Russian targets.

Russian officials confirmed that one blast had injured four Russians in a village near Chechnya, but suggested the explosion may have been an accident.

The blast occured late Sunday in Russia's Stavropol region just northwest of Chechnya. One of the injured was a military cadet, who may have accidentally detonated a hand grenade, an investigator told Interfax.

Federal forces also defused a bomb placed near the home of the head of the pro-Moscow administration in Chechnya, Akhmad Kadyrov.

The device was discovered on Sunday in Tsentoroy, Kadyrov's home town situated 20 kilometers (12 miles) east of the capital Grozny.

Kadyrov, Chechnya's former religious leader who fought against Moscow in the republic's first battle for independence from 1994-1996, is the frequent target of attacks.

Despite a 10-month campaign to subdue Chechnya, federal forces have been helpless at keeping the rebels from attacking at night or ambushing their convoys.

Such tactics eventually forced Russian troops to concede defeat in the 1994-96 war, which killed an estimated 80,000 people and left the republic with de facto independence.

Moscow has since vowed that the current "anti-terrorist operation" would not suffer the same fate.

General Vladimir Bokovikov, President Vladimir Putin's personal envoy to southern Russia, on Sunday again stressed "there will never be a repeat of 1996" when Russian forces left Chechnya.

The official also called on Maskhadov to end his "pointless" struggle.

- TURKEY IS OBVIOUSLY CONCERNED ABOUT RUSSIA'S INCREASED ACTIVITY IN THE CAUCASUS AND CENTRAL ASIA. RECENTLY THIS CONCERN HAS SPILLED OUT IN SOME EXTREME STATEMENTS BY CERTAIN TURKISH POLITICIANS. THIS IS NOT TURKEY'S OFFICIAL POLICY; BUT IT IS AN INDICATION OF HEIGHTENED TENSION.

Turkish State Minister Abdulkhallyuk Cei has made another
provocative anti-Russian statement. Cei compared Russian President
Vladimir Putin's policy in the Caucasus with "Hitler's actions with
regard to Jews" and demanded "an end to the violence" from Moscow.
Playing the role of mouthpiece for the anti-Russian and ultra-
nationalist ideas of the Turkish political establishment, Cei is a
factor in deteriorating Russian-Turkish relations which cannot be
ignored. On January 21, Cei voiced the slogan of "rehabilitation of
the Great Ottoman Empire" which he said should absorb post-Soviet
Turkish-speaking countries, Ukraine (!), and Iran.
Cei: "Russia is too weak to oppose us."
The minister's statements gradually became even more
provocational. On June 2 he revealed to the world "the truth" about
the real objectives of Russia's policy with regard to post-Soviet
republics.
Cei: "Vladimir Putin's election marked a reversion to the
traditional expansionist policy... Putin is gradually implementing the
decision of the 1995 Duma to restore the Soviet Union."
These days, the minister is talking about "defederalization" of
Russia, which allegedly jeopardizes the Caucasus.
It goes without saying that Cei's statements are not an absolute
indication of the official policy of Turkey. It should be noted,
however, that Russian Foreign Ministry already issued a special
statement on the unacceptability of such statements from a member of
the Turkish Cabinet. Unfortunately, this diplomatic move only boosted
the status of similar statements by Turkish politicians. Deputy Prime
Minister of Turkey Devlet Bakhceli accused Russia of destabilizing the
situation in Central Asia and in the Caucasus, saying that Ankara was
forced to arrange counter-moves. We do not know yet what kind of
measures they will be, but one thing is clear - Ankara's policy is
becoming panicky.
Like all other members of the "big game" in the region, Turkey
was caught unprepared by activization of Russia's policy there.
Secondly, Ankara fully expected Washington to retain its interest in
the Caucasus and Central Asia, and its eagerness to boost its
influence there. Thirdly, the controversial nature of Ankara's policy
in the region is a direct corollary of discord in its political
leadership.

Mr. Le Menexe,

(Why "Le"? It's not a queer mocking of you. In french, (as we are using "Monsieur")," L'" followed by a word beginning with a consonant, sounds vulgar. It doesn't apply if the following word begins with a vowel because in this case, it's good grammar.
By "vulgar", I don't mean pejorative. It can sounds friendly or familiar as well especialy in a nickname.)

I wanted to say that I have a RUSSIAN antivirus.
It's called DrWeb.
Well my version is not exactely new and it works slowly. If you have many Gb to scan, it will take you all the night (but you can select). I once cured my machine with it.
Maybe it's already too late...
(Anyway I'v got something to tell about Russia.)

Putin has been spying very well the west. Now his country will compete.
Intelligence...the best university!!

Russia's stock market has soared since the tax bills sailed through
parliament last month, handing Putin a decisive victory.
The former KGB spy has combined a pro-market economic blueprint with
tough talk about shoring up the power of the state since taking
office

M'sieu ledingue:
interesting comments re: my 'name'.
i like the french language and know very little of it, though occasionally i can bluff my way through a bit of reading it.
see, to me they are just syllables which amuse me.
i'm a writer of sorts; i like words, and the _sound_ of words. simple as that.
in japanese, i could call you 'fred-chan' if we were friends. in spanish you could be 'senor ledingue'.
=
i've said before here, that 'L'menexe' is derived from a vocal ad-lib by george harrison from his beatles' song "it's all too much". i doubt that's what he meant, if anything; it's app 90 seconds before the end of a 6:27 song. [the unedited version is about 2 minutes longer].
=
the offer of antivirus software is very kind of you. i'm really tempted, though one would have to admit accepting attachments from [comparative] strangers, even friendly ones, can be a dicey proposition. [heh] i recently lost my AOL password by stupidly clicking on a link sent by a stranger; they couldnt steal any info beyond that though, and changed my password as soon as i realized what happened.
and y'know? the [expletive] [expletive] thief then accused ME of stealing HIS password!!
but the condition of my machine is not terminal. i dinna ken so, anyway.
==
i have no recollexion of conflict w/URN. Igor and i have, no doubt, ideological clashes [rhetorically] and i think of him as a source of information from an angle i would not otherwise have access to. we've also whupped on ber-STEEEN together.
hmmmm....is URN's mere presence on this page enough make BACON cower in fear? i wonder.
==
but, um, i dont think i'm comfortable with this [stalin/kruschev?] heavy-handed power-trip fantasy display i'm sensing here. and, sorry, igor, comrade, the anti-black racist attitude is a bummer. it's the sad truth that stereotypes exist, especially among the young, and american popular culture reaches new lows w/depressing consistency.

i'm _not_ black. i'm _not_ jewish. i try not to care too bloody much about who _be_ and who _aint_

to me, the only "other" kind of person is someone i cant get along with. and that can be changed....heh.

maybe.
==
as for politcians:THEY ALL LIE. THEY ALL SUCK. do you think i'm following any of this conventon shite? not bloody likely. hock-ptui! -_-
==
the point? =koff=
gee, _was_ there a point?

play imaginary games of power here if you like, but dont be expecting me to toe ANYONE'S line. it aint gonna happen.
there are NO leaders here.
[not me neeeether. hoo-hah!]

making DMS more like the serb cafe aint _no_ kinda 'improvement'. nor is huff-puff-puffing like Bluto in an old POPEYE cartoon.

there are several voices amongst us who are yet to be heard, if they think it's worth their bother.

maybe they _dont_.
