I supose we ought to take it as a part of the wide view on Chechen conflict.

Guerrilla Leader Vows to Widen Chechen Conflict

BAKU, Azerbaijan (Reuters) - Chechen field commander Shamil Basayev
pledged in comments broadcast Friday to extend the rebels' guerrilla
war beyond the breakaway region and said his men were not daunted by
Russia's numerical might.
The bearded rebel, Russia's most-wanted man, was shown wearing
fatigues while drinking tea in front of a black flag in excerpts of
an interview aired by Azerbaijan's ANS television.
``We won't stop fighting before we free the whole Caucasus,''
Basayev said, referring to the mountains which run through Chechnya,
neighboring Russian regions and the former Soviet republics of
Georgia and Azerbaijan.
``Even though there are 150 million people in Russia, we are not
afraid of anyone, we are only afraid of losing Allah's grace,'' he
said.
ANS, a commercial television station, went off air 10 minutes into
an extended broadcast of the interview.
An official at ANS told Reuters there had been a sudden power cut.
Another official said the station had been under pressure not to
broadcast the interview.
The Kremlin's Chechnya spokesman, Sergei Yastrzhembsky, had earlier
criticized the former Soviet state over the interview. He said
``note would be taken'' that the footage passed through Azerbaijan.
The interview was broadcast two days after Russia's domestic
security service, the FSB, released a statement saying it feared
Chechen rebels were planning ``terrorist acts'' on Russian soil.
